A Conceptual Paper: The Efficient of E-Services delivery and Digital Transformation on selected Public Sector in the Sultanate of Oman
Purpose: The main objective of the current study is to examine The Influence and Impact of Ministry of Technology and Communication between E-Services delivery and Digital Transformation on selected Public Sector in the Sultanate of Oman. It also aims to determine the mediation effects of E-services attributes towards Digital Transformation Efficiency.
Background: The Sultanate of Oman, in its effort to implement the e-government faced challenges that needs to focus attention in order to comply and meet the proposed plans prepared. The insufficient e-government transformation and e-services targets for the country, its national budget (though it is restricted to a limitation of this part as this is strictly confidential), the shortage of resources might cause a great impact in its implementation and the current e-services from manual to e-form. Thereby, the Sultanate under the mandate of HM has developed a new institution-MTC to properly guide and supervise the goal of the Digital transformation Technology. Nevertheless, more questions still arises from several point of view as to how it will influence and affect the proposed implementation considering all its plans. An e-Government transformation plan was developed, so government entities can comply with the policies as implementation of the several stages and targets are taking its way towards the achievement of the plan. However, during this phase there were complications brought by various entities especially on the delivery of e-services and the main concern is whether the delivery of Digital Transformation will take place.
Design/Methodology/Approach: The researcher employed a descriptive research that entails the use of quantitative and qualitative approach. Quantitative in the sense that the researcher data gathered involves information and other varied opinions. Qualitative on the other hand involves some documentary analysis that will further be utilized along the process of the research. The study using Primary data obtained from MTC and selected Public Sector organizations, and it will determine the Mediation relationship between E-Services attributes and Digital Transformation Efficiency.
Results/Findings: It seems there are positive significant relationship between the digital transformations attributes and the efficiency of the digital transformation in Oman. Moreover, there is a positive influence of e-service o the efficiency of the digital transformation in Oman. On the other hand, a further research is recommended to follow up other aspects in terms of its efficiency particularly the budget system its influence and technology acceptance to the overall efficiency of digital transformation in Oman.
Conclusion and Implications: Regarding practical significance, this study will point the exact pain area that affect the Digital Transformation efficiency towards E-Services factors by using the designed conceptual framework and helps to resolve any resistance during the implementation of Digital Transformation in Oman.
